Where River Stewardship Meets Regional Innovation: How RIVERE Advances the “Thrive by Water” Vision

The Rappahannock River has always shaped life in GO Virginia Region 6. It influences our economy, our culture, our communities, and our future. Today, two important initiatives are helping define what that future could look like: the GO Virginia Region 6 Regional Entrepreneurial Initiative (REI) Action Plan, Thrive by Water, and the vision for the RIVERE Ecological Center.  

While developed for different purposes, these efforts share a remarkable common goal: creating infrastructure, partnerships, and opportunities that allow both people and places to thrive through a deeper connection to water.  

A Shared Vision Rooted in Water

The Thrive by Water strategy recognizes that Region 6’s greatest competitive advantage is its relationship with water. The plan highlights how the Rappahannock, Potomac, York, and Chesapeake Bay create opportunities in marine science, aquaculture, environmental innovation, coastal resilience, defense technology, tourism, and entrepreneurship.  

RIVERE works from that same understanding.

As a collaborative ecological center to be located along the Rappahannock River in Fredericksburg, RIVERE is being designed to support researchers, educators, innovators, entrepreneurs, nonprofits, public agencies, and community partners working to advance watershed health and regional resilience. Rather than operating programs itself, RIVERE will provide the shared spaces, systems, technologies, and connections that allow partners to do their work more effectively.  

In many ways, RIVERE represents the kind of place-based infrastructure envisioned throughout the Thrive by Water plan.  

Solving a Challenge Both Plans Identify

One of the strongest themes in the REI Action Plan is the need for better connectivity across Region 6. The report identifies fragmentation, limited collaboration, weak commercialization pathways, and the absence of a clear regional "front door" for entrepreneurs and innovators.  

RIVERE addresses these same challenges through a different lens.

The Center is being intentionally designed as a shared hub where organizations can collaborate, exchange ideas, access technology, host events, conduct research, and engage the public. By bringing diverse partners together under one roof with a technology-enhanced initiative, RIVERE will reduce duplication, strengthen relationships, and create opportunities that no single organization could achieve alone.

Both efforts recognize that innovation doesn't happen in isolation. It happens when people, ideas, and resources are connected.

Creating New Pathways for Water-Based Innovation

The Thrive by Water plan identifies several major opportunities for Region 6, including environmental science, coastal resilience, aquaculture, marine technology, and research commercialization. It specifically highlights the importance of leveraging assets such as the Virginia Institute of Marine Science (VIMS), Naval Surface Warfare Center Dahlgren Division, and other research institutions to create new businesses and jobs.  

RIVERE is uniquely positioned to support those goals.

The Center's collaborative workspaces, immersive learning environments, advanced visualization technologies, and convening spaces create opportunities for researchers, ecopreneurs, startups, and educators to work side-by-side. Through shared infrastructure, RIVERE can help make environmental research more accessible, strengthen commercialization pathways, support environmentally focused entrepreneurial activity, and foster new partnerships across sectors.  

As Region 6 works to build a stronger blue economy, RIVERE can serve as a place where ideas move from concept to collaboration, and from collaboration to impact.

Building the Workforce of the Future

Both plans recognize that long-term economic success depends on education and workforce development. The REI strategy calls for stronger founder development, entrepreneurship pathways, commercialization support, and improved connections between education and industry.  

RIVERE brings these concepts to life through an ecological center that houses immersive, place-based learning.

The Center will offer environments where students, educators, and visitors can experience watershed science firsthand through advanced visualization, artificial intelligence, augmented reality, and interactive exhibits. Through partner-led programming, thousands of K–12 students each year are expected to engage with watershed science, environmental careers, and stewardship opportunities.

This creates a powerful pipeline from curiosity to learning, learning to opportunity, and opportunity to regional workforce growth.

Economic Development Through Shared Infrastructure

One of the most compelling connections between RIVERE and Thrive by Water is their shared belief that infrastructure matters.

The REI Action Plan repeatedly calls for ecosystem infrastructure—including support hubs, commercialization networks, funding pathways, maker spaces, and collaborative environments—to strengthen entrepreneurship and innovation throughout the region.  

The RIVERE Ecological Center will be exactly that kind of infrastructure.

Independent economic analysis projects that RIVERE will generate more than $36 million in annual economic impact, support approximately 200 jobs each year, create over $416 million in cumulative regional impact between 2035 and 2045, attract more than 25,000 annual visitors, and help revitalize a long-underutilized riverfront property.  

Importantly, these outcomes will not be driven by RIVERE acting alone. They will result from creating the conditions that allow many organizations, educators, researchers, businesses, and community partners to succeed together.  

A Regional Opportunity

The Thrive by Water vision challenges Region 6 to think beyond individual projects and toward a connected ecosystem where innovation, entrepreneurship, workforce development, and community vitality reinforce one another.  

RIVERE offers a tangible opportunity to advance that vision.

By serving as a shared home for ecological innovation, learning, entrepreneurship, and community engagement, RIVERE will help bridge the gap between environmental stewardship and economic development. The center will create a place where research can become innovation, education can become opportunity, and collaboration can become lasting regional impact.  

The future envisioned in Thrive by Water is one where Region 6's waterways are more than natural assets; they are engines of innovation, resilience, and prosperity. RIVERE is being built to help make that future possible.
